Reviewed by NJ Home Sale Checklist staff
- When: before a one- or two-family home or attached single-family home is sold, leased or otherwise changes occupants (N.J.A.C. 5:70-2.3).
- Who issues it: the local enforcing agency (usually the town's fire prevention bureau, fire official or fire district). Where no local agency enforces the Uniform Fire Code, the NJ DCA Division of Fire Safety issues it, through its online portal. The agency may accept a certification in lieu of inspection on its own form (DCA in-lieu form).
- Validity: not transferable. If the change of occupant doesn't happen within 6 months, a new application is required. Some towns set shorter windows: Woodbridge 60 days and Cherry Hill 90 days, per town documents.
- State default fee (N.J.A.C. 5:70-2.9(d)): $45 if requested more than 10 business days before the change of occupant, $90 at 4-10 business days, $161 at fewer than 4. Towns with a local enforcing agency may set their own fees by ordinance, and many do.
- Fire extinguisher: the certificate historically also covered a portable kitchen extinguisher (hence the names CSACMAPFEC and, older, CSDCMFEC). Several municipal pages (e.g. Toms River, Sayreville) report that as of Feb 3, 2025 a portable extinguisher is no longer required for this certificate. confirm with town: we haven't confirmed the statewide rule text. Check your town's current checklist.
